  • How do we raise awareness of integration of problems
  • Lack of support/understanding
  • No coordination
  • Fragmented decision making

Good ideas:

  • Create a group (consortium) to share
  • Do all involved know what will happen if it goes wrong
  • Talk more - if you don't grasp mettle who will?

East Midlands - 4th June 2008

Big issue:

  • Being forced to buy and deliver on price results in lower quality, service and client satisfaction. How do we get round this?

Good ideas:

  • Produce a performance specification to ensure same quality is achieved "level playing field"
  • Procurement assessment plan to review quality, health and safety etc, to form part of the tender plan
  • Whole life cycle costing argument over initial low cost and high running cost

Yorkshire and the Humber - 16th July 2008

Big issue:

  • How do we improve supply co-ordination between different divisions/sectors within the group?

Good ideas:

  • Identify and empower 'champion' - Job description
  • Leads groupwide steering group
  • Motivates
  • Encourages
  • Promotes buy in
  • Measured by results
  • SMART

South East - 3rd September 2008

Big issue:

  • Early contractor involvement - how can this be achieved without compromising pricing?

Good ideas:

  • Open book with framework contractors
  • List of appropriate contractors by project type/scale
  • Select contractor before sub-contractor packages tendered
  • Robust performance measurement

West Midlands - 1st October 2008

Big issue:

  • How long drawn out multi-tiered public sector procurement has become, being now a multi million pound business in its own right. How can this be streamlined whilst maintaining public probity.

Good ideas:

  • Frameworks to remove duplication of the same information time and time again.
  • Standardise Framework Submission Docs
  • Corporate Information Database

South West - 5th November

Big issue:

  • How do we ensure that "Lowest Price" is not the only deciding factor?

Good ideas:

  • Test if they can deliver the goods on time to the right standard
  • Framework agreement based on; quality, lifetime costs, cost in use, deliverability etc

North West - 4th December

Big issue:

  • How do we achieve best value on time quality and price?
  • How do we ensure we select the best partner?

Good ideas:

  • Long term partnerships
  • Developing relationships
  • Budget v project requirements
  • Track record

East of England - 25th February

Big issue:

  • How do we achieve a van stock replenishment/supplier interface process to ensure material stocks are managed efficiently?

Good ideas:

  • The diagnosis must be as near to " right" as possible - how? call centre?
  • Manage customer expectations.
  • Make sure you are using relevant KPIs that do not encourage the wrong type of behaviour
