Purpose and Scope
The choice of implementation route, for a Local Authority, is defined by a ballot of the residents following the formal Options Appraisal. For other landlords, this will be the result of executive decision usually following the recommendations of an ongoing appraisal process.

Often three years from start of Stock Condition Survey. Typical duration 12 months.
