Housing Forum Partnering Toolkit Introduction

This toolkit includes the elements of successful partnering in social housing identified from the Housing Forum demonstrations portfolio. It is a practical best practice procurement web based toolkit - an easy to use reference and guide for all social housing clients to assist in Decent Homes and Sustainable Community objectives and targets.

Research Basis

The ideas and practices which the toolkit illustrates have been drawn from the experiences of 38 Housing Forum demonstrations of refurbishment, repairs and maintenance projects involving significant works in and around occupied homes. The toolkit has been produced from detailed research into these projects carried out by the Housing Forum for DCLG.

The projects were all successfully procured and are now in the process of delivering their objectives through the use of partnering principles and practices used by Housing Associations, LSVTs, ALMOs and Local Authority clients and their supply chains involved.

The research revealed a high degree of consensus among these leading practitioners that clients can deliver high levels of customer satisfaction, and obtain value for money in achieving Decent Homes, by adopting a best practice approach to partnering social housing. This toolkit identifies the essential elements involved in their success.
